One state per axis rather than one per cell, because the format treats the axes independently and real files combine them freely — PowerPoint writes rowSpan="2" hMerge="1" (a vertical origin that is horizontally covered) and gridSpan="2" vMerge="1" in ordinary decks. A single whole-cell state could not say either.
