type ViewControlsPlacement = "top-toolbar" | "floating" | "status-bar";

Where the view-state controls (page nav + zoom + view mode) are docked:

• top-toolbar — inline in the top command bar's left zone.
• floating — a bar hovering over the bottom-center of the viewport that auto-hides when idle (the default).
• status-bar — pinned to the right edge of the bottom status bar.

When top-toolbar is selected but the top toolbar is hidden (chromeless embeds), the controls fall back to floating so they stay reachable.
